Benefit Services Division

The Benefit Services Division (BSD) administers the health, life, dental, vision, and flex insurance programs for all eligible state employees and those state retirees who choose the Benefit Options Plan. The Member Services staff assists members (employees, retirees, and dependents) with problems of access to services, eligibility, and claims. The Member Services staff works closely with the Benefit Liaisons assigned to each agency to ensure initial enrollments are correctly completed. Additionally, each year the staff conducts an Open Enrollment activity allowing members to modify their insurance choices (www.benefitoptions.az.gov). The Benefit Services Division also maintains a state-wide wellness program offering numerous health enhancement and preventative services for all state employees (602-771-WELL). The division administers an Employee Assistance Program (EAP) on behalf of many of the state agencies, boards, and commissions (see http://www.benefitoptions.az.gov/wellness/eap.asp or 877-327-2362).

Capitol Police Division (CAPPD)

The Division of Capitol Police, with offices in Phoenix and Tucson, provides security and police services to state agencies throughout the State of Arizona. Services include, but are not limited to, patrols by police vehicle, bike and/or foot; emergency response; criminal investigations; and training related to crime prevention and crisis intervention. The Capitol Police operates a communication center that monitors state buildings and dispatches officers where needed to assure the safety and security of employees and visitors. Capitol Police are AZPOST certified and trained in all aspects of police work, thereby providing high-level law enforcement services to the public and employees they serve. Communications personnel receive specialized training in their respective fields to assure that emergency situations are handled efficiently and effectively. General Accounting Office (GAO)

The General Accounting Office (GAO) is responsible for establishing Statewide accounting policies and procedures, managing the Arizona Financial Information System (AFIS), administering the Statewide Payroll through the Human Resources Information Solution (HRIS), preparing the Statewide Financial Reports, and providing technical assistance and other management advisory services. Governor's Regulatory Review Council (GRRC)

The Governor's Regulatory Review Council was created by Executive Order in May 1981. Composed of six members, the Council is chaired by the Director of the Department of Administration or designee, who serves ex-officio. For most agencies, the Council is the final step in the rulemaking process. The Council reviews most rules to ensure that they are necessary and to avoid duplication and adverse impact on the public. The Council assesses whether a rule is clear, concise, and understandable, legal, consistent with legislative intent and within the agency's statutory authority, and whether the benefits of a rule outweigh the cost. If a rule does not meet these criteria, the Council returns it to the agency for further consideration.

The Human Resources Division (HRD) establishes and administers rules and policies consistent with equitable personnel administration and provides personnel services to assist state agencies and over 32,000 state employees, including employment, training and classification services.

Information Services Division (ISD)

The Information Services Division (ISD) is the operational entity responsible for delivering statewide information technology services to executive branch agencies. ISD is responsible for coordinating the information technology planning for the ADOA and working closely with the Government Information Technology Agency on statewide IT initiatives. The Management Services Division provides procurement, accounting, and budgeting services for all ADOA divisions. MSD is also home to all mandated travel reduction programs, the state motor vehicle fleet alternative fuel coordinator function, and the Water Quality Appeals Board. Risk Management (RISK)

100 North 15th Ave 3rd Floor, Suite 301 Phoenix, AZ 85007 Phone: (602) 542-2182 Fax: (602) 542-1473 - Property and Liability Claims Unit (542-1461) is responsible for the investigation and settlement of all claims related to state property and liability issues. Property and Liability Claims Unit manages and defends lawsuits against the state with the assistance of the Attorney General’s Office. This unit also recovers moneys from third parties responsible for loss or damage to state property (subrogation). - Workers’ Compensation Unit (542-3530) is responsible for investigation and settlement of all workers’ compensation claims filed by State employees. Worker’s Compensation Unit manages the return to work and modified duty programs for the State and provides assistance to state employees in receiving quality medical care for injuries sustained on the job. - Loss Prevention Unit (542-1406) the loss Prevention Unit’s primary responsibility is to work with State agencies to reduce the frequency and cost of losses. The Risk Management Loss Prevention Consultants provide advice and assistance in a variety of areas, including exposure analysis, environmental assessments and industrial hygiene concerns. - Financial/Insurance Unit (542-1819) pays all approval claims against the state for property, liability and worker’s compensation from Risk Management’s revolving funds. This unit also purchases insurance policies that provide excess coverage above the state’s self-insured retention. - Administration Unit (542-1492) provides personnel, payroll, benefits, and purchasing services to all units of RMS. The Risk Management Information System is managed by the Information Technology Administrator assigned to this unit. - Occupational Health Services (542-3480, 1-800-253 4392 outside Maricopa County) performs post-offer physical exams on persons entering jobs at risk of occupational illness or injury.

State Procurement Office (SPO)

SPO coordinates the Value in Procurement (VIP) initiative statewide to achieve the recommendations identified in the Governor’s Efficiency Review. We conduct strategic sourcing as a Strategic Contracting Center (SCC) for statewide non-programmatic contracts, information technology and telecommunications contracts, Maintenance, Repair and Operating (MRO) equipment and supplies contracts, and construction projects. We provide centralized procurement contracting services for non-SCC agencies and ADOA. We provide procurement technology solutions for agencies and political subdivisions. We conduct compliance reviews and oversight of procurement authority of all state agencies. We coordinate with the Office of the Attorney General to provide advice, guidance, and assistance to agencies on procurement laws, rules, and court decisions. We provide technical training and assistance for small-, women- and minority-owned businesses. We provide procurement training and oversight of professional certification program for customers and procurement officers. We also administer a certification program for Arizona government cooperative purchasing.

Telecommunications Program Office (TPO)

The Telecommunications Program Office (TPO) is directly responsible for the management of the Telecommunications Service Provider (The Accenture Team). In this role, the TPO has ultimate responsibility for: - Operating Management – Planning, authorization, review, approval, and final acceptance of work under the scope of the telecommunications contract. - Relationship Management – The single point of contact that the Accenture Team can look to for leadership, guidance, support, and direction in the discharge of their responsibilities. - Problem Identification and Resolution – Identification, investigation, analysis, and resolution of problems between the State and the Accenture Team that may arise during the course of the contract. - Monitor Quality of Service data provided by the Accenture Team and generated by the State.
