Benefit Services Division

The Benefit Services Division (BSD) administers the health, life, dental, vision, and flex insurance programs for all eligible state employees and those state retirees who choose the Benefit Options Plan. The Member Services staff assists members (employees, retirees, and dependents) with problems of access to services, eligibility, and claims. The Member Services staff works closely with the Benefit Liaisons assigned to each agency to ensure initial enrollments are correctly completed. Additionally, each year the staff conducts an Open Enrollment activity allowing members to modify their insurance choices (www.benefitoptions.az.gov). The Benefit Services Division also maintains a state-wide wellness program offering numerous health enhancement and preventative services for all state employees (602-771-WELL). The division administers an Employee Assistance Program (EAP) on behalf of many of the state agencies, boards, and commissions (see http://www.benefitoptions.az.gov/wellness/eap.asp or 877-327-2362).

Arizona State Capitol Police Division (CAPPD)

The Arizona State Capitol Police, with offices at the State Capitol Mall and the Tucson Regional Complex provide police services and security to state agencies, legislators and the visiting public.  The Capitol Police Communications Center dispatches Arizona POST certified police officers to emergency and non-emergency calls 24 hours a day, seven days a week.  Capitol Police monitors security cameras, alarms and emergency telephones throughout both state complexes.  Capitol Police provide a high quality law enforcement service and response while ensuring the protection of life, property and preserving the peace.

General Accounting Office (GAO)

The General Accounting Office (GAO) is responsible for establishing Statewide accounting policies and procedures, managing the Arizona Financial Information System (AFIS), administering the Statewide Payroll through the Human Resources Information Solution (HRIS), preparing the Statewide Financial Reports, and providing technical assistance and other management advisory services. General Services Division provides construction and facilities management services to all buildings owned and operated by ADOA. Governor's Regulatory Review Council (GRRC)

The Governor's Regulatory Review Council was created by Executive Order in May 1981. Composed of six members, the Council is chaired by the Director of the Department of Administration or designee, who serves ex-officio. For most agencies, the Council is the final step in the rulemaking process. The Council reviews most rules to ensure that they are necessary and to avoid duplication and adverse impact on the public. The Council assesses whether a rule is clear, concise, and understandable, legal, consistent with legislative intent and within the agency's statutory authority, and whether the benefits of a rule outweigh the cost. If a rule does not meet these criteria, the Council returns it to the agency for further consideration.

Travel Reduction Programs

 The Human Resources Division (HRD) manages the ADOA Personnel System which consists of approximately 37,000 state employees from approximately 100 state agencies, boards and commissions.  HRD has three primary functions.

  • Maintains the infrastructure for personnel administration including the State’s payroll/personnel system (HRIS), the centralized job board (azstatejobs.gov), the hiring system (Hiring Gateway), the  State’s centralized employee’s self-service website (YES), the classification and compensation system, and the Personnel Rules and policies that govern personnel within the ADOA Personnel System. 
  • Provides a number of services to state employees including a State Career Center and training through the Arizona Learning Center.
  • Supports state agencies by providing human resources services in the areas of employee relations, staffing and recruitment, job classification, employee compensation, employee development, recognition, workforce planning and analysis, and operational support.

Information Services Division (ISD)
911 Program

The Information Services Division (ISD) is the operational entity responsible for delivering statewide information technology services to executive branch agencies. ISD is responsible for coordinating the information technology planning for the ADOA and working closely with the Government Information Technology Agency on statewide IT initiatives. Risk Management (RISK)

The State Risk Management Office provides statewide (including the three universities) management responsibilities for the following programs: Property, liability and workers’ compensation claims management, loss prevention, environmental remediation, excess insurance, risk financing, and occupational health.   • The Property and Liability Claims Section (602-542-1461) is responsible for the investigation and settlement of all insurance claims related to state property and liability issues. The section also manages and defends lawsuits against the state with the assistance of the Attorney General’s Office and recovers moneys from third parties responsible for loss or damage to state property.
  • The Workers’ Compensation Section (602-542-3530) is responsible for investigation and management of all workers’ compensation claims filed by State employees. The Workers’ Compensation Section manages the return to work and modified duty programs for the State and provides assistance to state employees in receiving quality medical care for injuries sustained on the job.
  • The Loss Prevention/ Insurance Section’s (602-542-2175) primary responsibility is to work with State agencies to reduce the frequency and cost of losses. Risk Management Loss Prevention Consultants provide advice and assistance in a variety of areas, including exposure analysis, environmental assessments and industrial hygiene concerns. The section also purchases insurance policies that provide excess coverage and provides agency assistance regarding insurance and indemnification issues.  
  • The Financial Section (602-542-1819) provides budgets, forecasts, financial reports and pays all approved insurance claims.
  • The Administration Section (602-542-1492) provides personnel, payroll, benefits, and purchasing services to all sections of Risk Management.
  • The Occupational Health Services Section (602-542-3480, 1-800-253 4392 outside Maricopa County) performs post-offer physical exams on persons entering jobs with a high risk of occupational illness or injury.
State Procurement Office (SPO)
 
The State Procurement Office (SPO) serves as the central procurement authority for the State of Arizona. In doing so, SPO focuses on providing procurement leadership, procurement delegation, policy development, technical assistance, and maximizing strategic sourcing opportunities.
 
The SPO conducts strategic sourcing for statewide non-programmatic specific contracts including: office supplies and equipment, temporary services, information technology equipment, software and telecommunication equipment and services. SPO also conducts specialized procurements for a large number of small agencies with limited procurement authority.
 
Additionally, SPO provides and supports a central e-procurement system (ProcureAZ) for state agencies and cooperative members (ie., counties, cities, schools) to use in conducting their procurements. ProcureAZ assists SPO in providing the required compliance and oversight of procurement in the State of Arizona.

Telecommunications Program Office (TPO)

The Telecommunications Program Office (TPO) is directly responsible for the management of the Telecommunications Service Provider (The Accenture Team). In this role, the TPO has ultimate responsibility for: - Operating Management – Planning, authorization, review, approval, and final acceptance of work under the scope of the telecommunications contract. - Relationship Management – The single point of contact that the Accenture Team can look to for leadership, guidance, support, and direction in the discharge of their responsibilities. - Problem Identification and Resolution – Identification, investigation, analysis, and resolution of problems between the State and the Accenture Team that may arise during the course of the contract. - Monitor Quality of Service data provided by the Accenture Team and generated by the State.
