William “Bill” Bell was appointed to serve as Director of the Department of Administration (ADOA) in October 2005. Previously, Bill Bell served as the as Deputy Director of ADOA and had been in that role July of 1997 - 2003. He began his career at ADOA as the Director of Personnel Services in 1991. Prior to his return to the Department of Administration Bill served as the Executive Director of the School Facilities Board from July of 2003 through September of 2005. Governor Napolitano also called upon Bill to serve as the Interim Director for the Arizona Department of Economic Security (DES) in March of 2003, while a nation wide search was conducted for a permanent director. Prior to state service, Bill retired from the Arizona Public Service Company (A.P.S.) as Director of Employee Services.
Bill is a native Arizonan He was raised in Phoenix and attended St. Mary’s High School. He earned his Bachelors and Masters degrees at Arizona State University. He and his wife Pat have three sons and 4 grandchildren. He plays golf and the trumpet, and enjoys hiking. |

Charlotte HosseiniDeputy Director of Finance |

Charlotte Hosseini is responsible for Human Resources, General Accounting Office, Risk Management and Enterprise Procurement Services. Ms. Hosseini has served as Budget Manager with the Department under two Directors, as well as various leadership positions with other state agencies, dating back to 1989 when she began her state service in the Governor’s Executive Budget Office. With her broad knowledge of state processes and governmental operations positions ADOA to lead efficiently in the various programs which provide the infrastructure to state government. Ms. Hosseini was employed for seven years as a budget and facilities administrator with a utility company in Houston, Texas, as well as serving with the Peace Corps in Togo, West Africa.
Ms. Hosseini is a transplanted Texan who received her Bachelors degree in economics from Louisiana State University and Masters in International Management from Thunderbird. She and her husband have one daughter and enjoy traveling as well as community service with several local and international organizations. |

Scott A. Smith was appointed by Director Bell to serve as the Deputy Director of Operations in January 2007. Scott previously served as ADOA’s Public Information Office and Legislative Liaison in 2002 and 2003 and as the agency’s Legislative Liaison from 1997 to 2000. In his current capacity, Scott is responsible for the following ADOA divisions: Arizona Government University; the Capitol Police Department; the General Service Division; the Information Services Division; the Management Services Division; and the Telecommunications Program Office.
Prior to returning to ADOA, Scott served as the Director of State Relations for Arizona State University. Scott’s public service career has included service with the Arizona House of Representatives and the Arizona Department of Corrections as well. Scott has been instrumental in several notable achievements in state government, including the construction of three classroom/office buildings at ASU’s Polytechnic campus, the establishment of a 20-year retirement program for correctional officers; and legislative approval for the privatized, lease-to-own financing, of two new state office buildings on the grounds of the State Capitol.
Scott earned his Bachelor of Science degree in 1991 from Arizona State University. Scott and his wife Andrea live in Scottsdale with their two daughters. Scott plays golf, enjoys spending time with family and friends and is a rabid fan of Sun Devil athletics. |

Alex Turner is the Assistant Director of Legal Services. During the 1998 legislative sessions, Mr. Turner served as the Chief Rules Attorney of the Arizona House of Representatives. He previously was Chief of the Procurement & Contract Law Unit in the Administrative Law Section of the Arizona Attorney General’s Office. Mr. Turner also served for five years as an Assistant Attorney General in the Transportation Section, representing the Department of Transportation and Department of Public Safety in contract and procurement matters, and construction litigation. Prior to joining the Attorney General’s Office, Mr. Turner spent five years representing the Federal Government in contract matters, as well as construction, eminent domain, and flood-control project litigation. |

Lynne Smith was appointed as Assistant Director of the General Services Division in January 2006. She is responsible for overseeing construction, facilities operation and maintenance, physical security, tenant improvements and building planning for the ADOA building system.
Lynne is a Phoenix native. She received a Bachelor of Arts degree in Political Science with a minor in Economics from Occidental College, Los Angeles, and earned her Master of Public Administration degree with a specialization in Financial Management from the University of Arizona. She has served on a local school board since 2003. |

Pat Mah was appointed by Director Bell to serve as the Telecommunications Program Office Director in April 2007. Pat previously served as the Telecommunications Program Office Financial Analyst since September 2005. Pat is responsible for managing the outsourcing of the Arizona Network (AZNet) contract, overseeing the convergence of projects, developing and maintaining the telecommunications technical architecture and roadmap, and ensuring the AZNet program meets the state’s objectives of building a scalable, centralized, statewide converged voice, video and data network providing enhanced security and services to all agencies.
Prior to ADOA, Pat served as Strategic Management Consultant to the Department of Education, Budget Director to Arizona Department of Health Services and as Senior Fiscal Analyst to the Joint Legislative Budget Committee. Pat has a Master of Public Administration from the University of Kansas and Master and Bachelor degrees in Foods and Nutrition from Kansas State University. Pat’s interests are in health and fitness activities and she has hiked the Grand Canyon rim to rim. |

Bill Hernandez is the Assistant Director of the Management Services Division. Bill was born and raised in Tucson , Arizona and is a 4 th generation Arizonan. Bill has over 17 years of experience in state government and is a results-oriented manager committed to providing outstanding service to MSD customers. Bill is committed to customer service and his team has been awarded 41% of all the ADOA Director’s Excellence Award’s earned in the history of the agency-wide program. Bill’s approach to day-to-day management is to create an environment in which division staff out-works and out-performs all other units and has a good time doing it. Bill served a 2-year appointment as a Special Assistant to Governor Bruce Babbitt in the 1980’s. Bill, a proud Wildcat, earned his bachelor’s degree from the University of Arizona and a graduate degree from ASU. Bill and his wife, Alma, have three daughters. |

Kathy Peckardt was appointed the Director of Human Resources in January 2001. Under Ms. Peckardt’s leadership, ADOA has successfully transitioned the State’s Health Benefits Plans for approximately 60,000 members from fully insured to self insured in October 2004; implemented the State’s first ever web-based employment system with a single job board for all state government open positions; and established “Your Employee Services” or “Y.E.S.”, the State’s first ever employee portal which consolidates and provides access to human resources and State government information. Kathy is also responsible for overseeing the State’s Human Resources Information Solution (integrated benefits, payroll and human resources system), the classification system, employee relations, wellness program, staffing and recruitment, and human resources satellite offices located in the seven largest state agencies.
Kathy serves as a member of the Joint Legislative Study Committee on State Employee Compensation. Ms. Peckardt has over 20 years of public service experience. She has served in various leadership positions including Purchasing Manager, Assistant Director for Strategic Administrative Services and Director of the Office of Alternative Fuel Recovery. Kathy earned her Bachelor of Science degree in 1984 from the Arizona State University. She lives in Scottsdale with her husband and two boys. |

Patrick QuainAssistant Director of the Information Services Division (ISD) - Chief Information Officer |

Patrick Quain is responsible for the Information Services Division and the Information Processing Center. These units provide technical support for ADOA, and over 100 state Agencies, Boards and Commissions in the areas of Computer Operations for Mainframe and Open Systems, Technical Support, Application Development, Help Desk, ADOA Security, (IPC) Disaster Recovery, Print Services, the 9-1-1 Emergency Program and Client Web Hosting. Patrick began his career with the State of Arizona in July 2005. In less than one year his accomplishments include the build of a state-of-the-art Computer Command Center that provides 24/7 staffing. In addition, Patrick was instrumental in renegotiating a state-wide contract that will save the state millions of dollars annually.
Prior to his service with the State of Arizona, Patrick worked in the Transportation industry for global courier giants; Airborne Express and DHL. During his seven year stint he managed high profile IT functions, ensuring daily coordination between global data centers in Europe, Asia and the USA. During the dynamic years of banking deregulation and mergers, Patrick served 20 years as Vice President and Manager of Peoples National Bank and US National Bank. During his tenure in the Banking industry, his responsibilities included implementation of new technologies in the areas of Telecommunications, Security, Check Processing, Computer Operations, Automated Cash Machines, Auditing, Programming, LAN, Engineering, Accounting, Disaster Recovery, Production-Change-Problem and Quality Control and Performance Measures. Patrick also co-authored a publication for the American Bankers Association “National Bank Examinations Trends in Bank Data Processing Operations” which was distributed to presidents of all National Banks.
Patrick comes from Washington State with 37 years of experience in using computer technology to improve business processes. He completed his computer training at Olympic College in 1969 with Honors. He and his wife Donna live in Phoenix, have three children and enjoy world travel. |

Chief Lane began his law enforcement career with the Arizona Department of Public Safety (AZDPS) in 1980 as a patrol officer in Yuma, Arizona. As he moved through the ranks over the next 26 years he has promoted to the level of Commander at DPS. His experiences have been in the areas of Criminal Investigations, Highway Patrol, Highway Patrol Motors, Arizona Peace Officers’ Standards and Training Board (AZPOST), Southern Arizona Gang Commander, Commercial Vehicles, Special Investigations and the Governor’s Protection Unit. His career has taken him all over the State of Arizona and all over the world.
Chief Lane has a Bachelor of Science degree in Police Administration from Grand Canyon University and is a graduate of Northwestern’s Police Staff and Command School. His father was in the military so he has lived all over the country, but was born in San Francisco, California. Chief Lane enjoys playing the guitar and running after his two teenagers; Ashley and Travis. |
